From the idea to project: my infrastructural plan for the ex. school of Colombaro

In my previous post on Colombaro, I had already emphasized that governing “seriously” means definitively moving beyond the concept of the periphery, restoring full dignity and function to outlying districts as well, because a community truly exists only when every part of it is placed in a position to generate value, services, and quality of life. That vision, however, cannot remain confined to the realm of intentions; in my view, it must be translated into precise, verifiable choices capable of concretely impacting the organization of the territory.

It is within this framework that my urban development plan for Colombaro is situated. It identifies the former school complex as the starting point for genuine regeneration, capable of transforming a currently underutilized space into an active hub of the district’s social, economic, and healthcare life. In this case, the objective is not merely to renovate a building, but to redefine its role by assigning it a clear function within a coherent urban design, where services are not dispersed or difficult to access, but concentrated in a recognizable, vibrant, and continuously used location — one that is expected to increase Colombaro’s attractiveness by approximately 12%, while also supporting local businesses.

The project is based on a simple principle (one that is perhaps sometimes overlooked): rights cannot remain theoretical; they must be concretely exercisable. From this perspective, the right to health—enshrined in Article 32 of our Constitution and Article 25 of the Universal Declaration of Human Rights—is interpreted as an effective, accessible, and continuous proximity service, capable of breaking down the logistical barriers that currently prevent many people from accessing care, in full coherence with the principles of social inclusion affirmed by the Charter of Fundamental Rights of the European Union. In simple terms, it also represents—albeit at a local level—a way to address waiting lists.

Alongside this dimension, the project introduces a clear and responsible circular economy approach. I believe that a public space should not merely absorb resources, but should be placed in a position to generate them, both directly and indirectly. The presence of active, cultural, and educational functions that I have designed for both the elderly and young people, integrated with real services, not only reduces unproductive costs over time, but also creates tangible employment opportunities—particularly for young people—restoring dignity to work through regulatory instruments already in place, such as the social clauses provided for in Legislative Decree 36/2023 and the co-design frameworks governed by Legislative Decree 117/2017.

The strength of this proposal lies not only in its vision, but in its full administrative feasibility. The intervention can be framed through an urban planning amendment to the Municipal Operational Plan (POC) pursuant to Regional Law 24/2017, accompanied by the necessary authorization from the Superintendence as required by Legislative Decree 42/2004. Healthcare standards are referenced in the Presidential Decree of 14 January 1997 and can be implemented through operational protocols with the Local Health Authority (AUSL), in compliance with the principles of transparency and participation established by Law 241/1990. The entire framework is also consistent with Regional Law 15/2013, which promotes subsidiarity and active citizen involvement, while ensuring full compliance with personal data protection regulations.

For this very reason, I believe that a proposal of this kind should not be withheld or used solely for the purposes of a future electoral campaign.The plan has already been shared with the current administration led by Mayor Elisa Parenti, in the belief that the value of an idea is also measured by the willingness to make it available to the community.

In a context where public debate is, unfortunately, too often reduced to sterile opposition, I believe it is necessary to return to a simpler and more demanding principle: making good use of public resources, improving services, and creating spaces that truly function. This is not an ideological choice, but an administrative responsibility. It is precisely on this responsibility—concrete and verifiable over time—that the credibility of those who intend to govern a territory is built, preparing it seriously for future challenges. As I have reiterated on several occasions, the politics I intend to pursue does not rely on shouted slogans, but on the ability to construct an architecture of concrete solutions, where merit and execution capacity become the only tools for responsibly shaping the future.
